Job Description:

  • Analyzes user’s requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications. Analyzes system requirements and leads design and development activities.
  • Guides users in formulating requirements, advises alternative approaches, and conducts feasibility studies. Provides technical leadership for the integration of requirements, design, and technology.
  • Incorporates new plans, designs, and systems into ongoing operations.
  • Develops technical documentation. Develops system Architecture and system design documentation.
  • Guides system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans.
  • Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues, or conflicts.
  • Ultimate responsibility for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility.
  • Communicates with other program personnel, Government overseers, and senior executives.

Additional Requirements:

  • Visionary and strategic; ability to work with government technical directors to drive network innovation and efficiencies throughout a project.
  • Provide technical design and architectural leadership, including documenting and diagramming the logical, physical and process views.
  • Define network strategy with respect to technology domain standards with design goals.
  • Develop and maintain network roadmaps, which include product selection versions, upgrades, projects, and milestones. 
  • Conduct research focused on identifying emerging technology solutions that reduce cost, increase efficiencies, provide more value, provide more capabilities, reduce risks, and increase security.
  • Lead efforts for network technology evaluations, which involves identifying a weighted feature matrix for a specific need and evaluating and scoring products against the desired features.
  • Research activities include readings, proof of concepts (POCs) , and lab testing.
  • Communicate leading practices by giving presentations, working with program/project teams, and authoring content aimed at educating others about standards, strategies, and otherwise defined leading practices. 
  • Work individually and collaboratively with team members to ensure breadth and granularity of strategies, standards, and reference architectures for consistency and integration qualifications.
  • Confidence and professionalism with the ability to present both technical and business concepts to professionals of any level.
  • Eight years of experience in Network Architecture, Design, and engineering, managing and supporting large scale projects and network automation, preferably within a professional services firm or similar environment. 
  • Preferred Certifications include ONF SDN Engineer, RHCE/A, Arista ACE, JNCIA-DevOps. 

Required Experience:

  • Eight (12) years’ experience in technical program management and/or system development team lead. At least 50% of experience shall related to SIGINT, Communications Systems, or Information Technology.
  • Five (10) years’ experience as a system engineer in programs that encompassed systems architecture, requirements analysis, design, production, integration, test, and transition to operations.
  • Five (5) years’ experience of system engineering in an intelligence community environment.

Education:

  • B.S. in Computer Science, Computer Engineering, Software Engineering, Electrical Engineering, or other related technical discipline from an accredited college or university. May substitute 4 years relevant experience in lieu of a degree.
