Program Manager Colorado Springs, CO Active TS/SCI with SAP Eligibility Salary Range: $170,000 – $210,000

Job Responsibilities:
Understand the mission you're supporting. Know what the operational units downstream of this system do with the data and why an interruption matters. Translate mission need into team priorities and speak credibly with the government about where the system can and cannot help.
Manage the cybersecurity program. Work with the Program Security Officer and cyber team to maintain the system's ATO through the RMF lifecycle, control assessments, POA&M remediation, continuous monitoring, and coordination with the government ISSM, ISSO, and Security Control Assessor. You will guide this work and represent it to the customer's information assurance personnel, which requires enough depth to know when your team's answer holds up.
Deliver contract products on schedule. Manage the team to produce and deliver every CDRL to government standard and on time, engineering baselines, test artifacts, configuration management products, cybersecurity packages, and logistics reports. Several deliverables cluster on the same due dates; sequencing the work so those weeks are survivable is a real part of the job.
Interpret requirements and keep the dialogue open. Work the requirements language with the government continuously so both sides agree in advance on what satisfies them. Performance reviews should confirm what the customer already knows, never introduce it.
Synchronize with government acquisition rhythms. Plan technical refresh, procurement, and modification work against when funding is available, and understand how Space Force manages program financials well enough to anticipate rather than react.
Support the team and the subcontractors. Coordinate subcontractor performance, flow down security and reporting requirements, verify facility clearances, and support facility security posture across every site performing on the contract.
Required Skills:
Relevant experience, including demonstrated program or technical project management responsibility on classified DoD or IC programs covering cost, schedule, and deliverables
Space Domain Awareness (SDA) or Space Situational Awareness (SSA) mission experience, with a working understanding of the operational concepts the system supports
Working knowledge of cybersecurity and the Risk Management Framework, not just terminology, but practical experience with control implementation, assessment, POA&M management, and authorization maintenance
Experience working directly with U.S. Space Force acquisition and sustainment personnel, including familiarity with government program management and financial processes
Demonstrated success leading teams to deliver contract-required products on schedule and to government standard, documentation updates, technical refresh efforts, or comparable deliverables
Experience interpreting contract requirements and working with a government customer to establish and verify how those requirements will be satisfied
Bachelor's degree in engineering, computer science, or a related technical field, or equivalent technical experience
Desired Skills:
Familiarity with Cross Domain Solution concepts, and with the accreditation, documentation, and management challenges that come with them
Knowledge of Space Force sensors and their capabilities, sufficient to help the customer identify where this system could serve a given sensor or user
Experience with facility security requirements for SCI and SAP environments, including SCIF and SAPF accreditation processes
Conceptual understanding of virtualization and containerization technologies
Working knowledge of Agile concepts and processes, particularly as applied to software sustainment
Demonstrated ability to build and manage an integrated master schedule to synchronize work across multiple team components and report progress to a government customer
Systems engineering background on space or ground segment programs
PMP or a comparable program management certification
Additional Skills:
Position is on-site in Colorado Springs, CO. Work is performed in classified facilities; remote and hybrid arrangements are not available.
Occasional travel to alternate operating locations may be required.
Selected candidate must be able to complete SCI and SAP indoctrination prior to or immediately following contract start.
